For the first time in Russian historical science, the book presents the testimony of the commissar of state security of the 3rd rank G.S. Lyushkova, head of the NKVD department in the Far Eastern Territory, and artillery chief of the 36th Infantry Division of the Red Army Major G.F. The front, the Japanese side given by them, after fleeing to Manchuria in May-June 1938, the archive basis for creating the book was reporting from the apparatus of the German military attache in Japan, which were translated from Japanese to German and directed in 1938-1939. to the General Staff of the Wehrmacht ground forces. The authors of the book, in turn, translated these documents from the German language into Russian. Another part of the documents used in the book is of Soviet origin (CFD FSB of the Russian Federation) and contains testimonies of the deputy head of the Office of the NKVD of the USSR for the Far Eastern Territory of the State Security Major M.A. Kagan, arrested in April 1938.

The testimony of Lyushkov, the front and Kagan significantly complement historical knowledge about the military-political situation in the Far East in the precedence of the Second World War, Soviet economic and military construction in this region, the state of the Red Army and the organs of the NKVD, repressions in the Far Eastern Territory in 1937-1938, as well as on the political moods of the Soviet population.
