This Charter determines the rights and obligations of the military personnel of the Armed Forces of the Russian Federation and the relations between them, the obligations of the main officials of the regiment and its units, as well as the rules of internal order.

this charter is guided by military personnel of military administration, military units, ships, enterprises, organizations of the Armed Forces of the Russian Federation, including military professional educational organizations, military educational organizations of higher education of the Ministry of Defense of the Russian Federation, and civilian personnel replacing military posts. The provisions of the Charter, including the obligations of the main officials of the regiment and its units, equally relate to the military personnel of all military units and units.
