In the monograph, administrative responsibility for violation of licensing and permissive legislation is considered as a kind of administrative coercion and legal liability. The significance and peculiarity of the licensing sphere in public administration in the Russian Federation is emphasized. The analysis of the current legislative foundations of administrative responsibility in this area of public relations was carried out. Particular attention is paid to the study and assessment of the concept of the new Administrative Code of the Russian Federation, as well as the project of the new Administrative Code of the Russian Federation. The stages and periods of the formation, development of legislation on administrative responsibility in the field of licensing in the Russian Federation are considered.
The actual basis for administrative responsibility was studied - an administrative offense, its signs, the elements of the legal composition are analyzed. Various classifications of administrative offenses in the field of licensing are proposed and their general characteristic is given. Administrative punishments applied for the commission of illegal acts in the field of licensing have been investigated.
Particular attention is paid to the appeal of decisions on the sentences for the commission of administrative offenses in the field of licensing.
