In the monograph by the Doctor of Historical Sciences Anatoly Vasilievich Smolin (Institute of History of St. Petersburg State University), the activities of Russian diplomats are considered during the preparation and holding of the 1919 Paris Peace Conference, completing the First World War. The former tsarist diplomats had the task of uniting all anti -Bolshevik forces and defending Russian interests in post -war Europe. But the allies actually deleted Russia from the camp of the winners, without inviting it to a peaceful conference and not recognizing the government of Admiral A.V. Kolchak as All -Russian. This was due to the self -serving and contradictory policies of the Allies, the lack of consolidation in the anti -Bolshevik camp and the defeats of the White armies on the fronts of the Civil War.
