The history of political processes in the Russian Empire, the formation of Soviet statehood, its subsequent collapse, events taking place in modern Russia, is difficult to consider in separation from the interests of various national and ethnic communities, of which the state consisted of different periods of its existence.

Emil Pain's book is devoted to the problems of ethnopolitology and summarizes more than forty -year research and observation of its author. The first part (“theory”) is devoted to discussion issues about the essence of ethnic and national phenomena in their connection with political factors. The author offers his interpretation of well -known approaches to the study of ethnicity and nation, as well as his theoretical concepts, in particular such as “imperial syndrome”. The second part of the book (“History”) presents an analysis of radical fluctuations in ethno -national policy in the USSR and in modern Russia from the standpoint of the author’s theory of “ethnopolitical pendulum”. The third part (“Practice”) analyzes the key concepts of ethnopolitical management in polyetonic societies and some adjustments to modern Russian national policy in the light of the paradigm of management of cultural diversity are proposed.
