The legal and legislative acts of European countries governing wages are mainly local. They establish rates and salary salaries, regulates the forms and systems of remuneration, various incentive payments. The state centrally determines wages (official salaries) only for public service officials and partly for employees of budget industries. In most European countries, for the main part of the workers, wages are regulated in the following main directions:

- the establishment of a minimum of wages and the determination of its structure;

- the introduction of certain forms of payment of labor;

- indexation of wages and measuring measures to prevent its excessive growth.
