The monograph is devoted to one of the most important problems of public administration in emergency situations-the problem of legal regulation and the organization of support of emergency administrative and legal regimes. It not only discusses such regimes, but also their classification is given, answers to questions are given why these regimes are called extraordinary, and not with any other modes-special, special, extraordinary, etc.

The classification of emergency administrative and legal regimes is based on criteria for classification of emergency situations, which allowed not only to integrate them into the emergency legislation of the Russian Federation, but also to identify the problems related to them, to determine the directions of their improvement.
