The study is devoted to the development of early statehood ready in Eastern Europe of the III-IV centuries. A special place is given to two Gothic pre -state formations (politicians): the Gotius of the Terwings and the Kingdom of the Grevtungs. For the first time in domestic and foreign historiography, these two Gothic politicians are compared with each other and their general comparison with the Slavic policies of the same period.
