The book of the English historian and political scientist David Green “Return to Civil Society” is devoted to one of the most debatable problems of liberal theory - the functioning of the social security system without state participation. Considering the history of the English mutual assistance societies in detail, Green proves that the “state of universal well -being” fulfills its social obligations much less effectively than the competitive social security system that existed in the 19th century as part of “citizenship capitalism”, which combined economic freedoms with individual responsibility and civilian activity.
