In order for the development of productive forces to develop in the country, conditions must be created in it that ensure their development. In the first decades of the existence of the Soviet Union, the most advanced institutional system was created in the country. Therefore, the development of productive forces was carried out in it quickly and successfully. However, this system was not devoid of mistakes that were characteristic of the first experience of its creation. These errors ultimately led to the growth of contradictions and to the destruction of the built institutional system.
