Vladimir Nikolaevich Averkiev was born in 1948. In 1971 he graduated from the Physics Department of the Belarusian State University with a degree in Atomic Energy. He worked in diplomatic missions of the Russian Federation abroad, international organizations in the field of peaceful use of atomic energy and nuclear safety. From 1994 to 2013, he was repeatedly part of Russian delegations for expert meetings and negotiations. Currently retired.
