The monograph analyzes the modern content of the ban on torture, presents the historical retrospective of the emergence of this prohibition, its consolidation in international legal acts, constitutions and industry laws. The legal positions of international organizations on complaints about the actions of officials of a number of states (committee against the torture of the UN, the European Court of Human Rights on the Rights of Human Rights) have been identified. Particular attention is paid to the analysis of the foreign doctrine around the admissibility of the retreat from the prohibition of torture in relation to terrorists.
