The concept of a problem territory is revealed. A review of problem areas in the Russian Federation and in the rest of the world is given. The tourist-recreational potential of problem areas is covered. Much attention is paid to the socio-economic effects of tourism activities and the development strategies in such territories. Examples of both the successful implementation of tourist projects and their failures in problem areas of different levels are given. The positive and negative experience in developed countries is generalized, and the best practices in the Russian Federation are also generalized.
