The textbook was prepared in accordance with the curriculum and the work program of the academic discipline (module) “Workshop on working with appeals of citizens and organizations” for students of the Moscow State Law University named after O. E. Kutafin. In accordance with the State Educational Standard of the appeal of citizens are presented as the most important right of individuals and legal entities, and the procedure for consideration as a type of administrative process. The history of the formation and development of the Institute of Appeals, its legal foundations, classification and types of appeals is highlighted.

Particular attention is paid to the analysis of the administrative and legal status of a citizen and organizations during appeals. Administrative procedures for considering appeals of citizens and organizations are analyzed in detail. The features of the procedure for considering appeals of citizens, organizations on the provision of information on the activities of state authorities, consideration of appeals of citizens and organizations within the framework of registration and licensing procedures are revealed. The consideration of appeals by specialized institutions of state protection was also described. Particular attention is paid to legal liability for violation of the procedure for considering appeals of citizens and organizations. An extensive judicial and administrative practice is given and analyzed on the most debatable and pressing issues of consideration of appeals of citizens, organizations. The problems and prospects of further improvement of the institution of appeals of citizens and organizations were noted.

The legislation is given as of December 30, 2021, this manual will be useful for students, graduate students, teachers of legal universities and faculties , scientists, officials of public authorities, practicing lawyers, lawyers and all those interested in practical and theoretical issues of submission and consideration of appeals.
