Once a foggy morning, a boy with a class goes on an excursion to Empire-Land Building. At the top of the tower, he meets a friendly cloud that invites him to visit the mysterious cloud distribution center of the seventh sector (which includes New York). At this station, the type of clouds is determined and they are sent in directions.
