Frank Caucerwood, a clever businessman, having moved after a defeat in Philadelphia in Chicago, turns into a real financial collar, crushing the city for itself. Speculation by land, control over the transport network, the assignment of state -owned money, the bribing of officials, the impact on the results of the elections - the lack of moral borders in combination with natural charm and enormous capital reveals to it all new opportunities. It seems that Frank obeys the whole world. But one day this template will break.
